Natural Economic Order (INWO)
Flowing Money & Free Land
💧 Money that flows instead of lying idle.
The Initiative for a Natural Economic Order (INWO) stands in the line of
Silvio Gesell for circulation-secured money (“Freigeld”, “flowing money”) –
combined with free land: land whose rent benefits everyone.
🟣 Alongside the Humane Market Economy it is the only comprehensive
reform concept with flowing money in its programme – but in this page's view the Humane Market Economy solves the topic more comprehensively.

This page is a deliberate contrast to the
Humane Market Economy: both share the circulation idea –
no return for merely holding money. The INWO, however, starts only with money (holding fee) and land;
HMW/RICH embeds circulation security in the Monetative, value store, interest and taxes.
Here you find what the INWO achieves, where its limits are and how it fits the
15 future perspectives and 15 wounds of turbo-capitalism. Why flowing money stays relevant for the future
overall – including the question of company shares – is covered on the
HME page.
💧 Flowing money at the INWO Core element
The INWO levies a holding fee on cash and current-account balances; interest is meant to fall towards zero. 🟣 The
Humane Market Economy solves the hoarding problem
more comprehensively: its value store also takes in equity growth as input; the INWO has no concept of its own for this
(see company shares).
Overview of all concepts: Flowing money compared.
🌱 Who is the INWO?
🏷️
The Initiative für Natürliche Wirtschaftsordnung e. V. (INWO – in Germany
INWO Deutschland e. V., address in Frankfurt am Main) is a non-profit association that combines
monetary reform and land law. It calls its social model
FAIRCONOMY: a sustainable, stable and just market economy
without capitalist excesses, oriented to human needs and natural limits.
The name refers to Silvio Gesell's main work
“Die Natürliche Wirtschaftsordnung durch Freiland und Freigeld” (1916; English: The Natural Economic Order).
🧭
The INWO's fields of reform:
Money (circulation-secured money, interest towards zero),
Land (free land, or as an interim step a land value tax),
Resources (levies on natural resources, redistributed per head) and
Society (among others basic income, a code of values).
Goals according to the INWO: equal starting chances, prosperity for all instead of wealth for a few,
curbed wealth concentration, full employment, an end to the compulsion to grow, and peace.
💧 The core idea: flowing money
🔵 The INWO's diagnosis: Money works in the economy like the lubrication of a wheel hub.
It is the means of transport for goods – when money stays put, goods and work stay put as well
(“without money nothing moves”). Those who hold money back have a reason: cash and deposits
always offer the option to seize a favourable opportunity at once.
This liquidity advantage means money does not circulate smoothly –
with the result that total supply and total demand structurally drift apart:
supply exceeds demand, competition becomes existentially threatening
(the INWO's image: “musical chairs”, where there is always one chair too few).
🅿️
The parking-fee image: Ships lie in port only as briefly as possible,
because idle time costs money; parked cars often incur a parking fee. In both cases the fee
optimises the use as a means of transport. The INWO transfers this to money:
a holding fee (also called circulation-securing fee, “money holding fee” or
Freigeld) keeps money flowing.
| Building block | INWO position 🔵 | Assessment 🟣 |
|---|---|---|
| What is charged? | Cash and current-account balances (sight deposits). According to the FAQ, the central-bank money subject to the fee consists of cash and commercial banks' holdings at the central bank. Longer-term savings (savings book, term deposits, savings contracts) are exempt: the bank lends them on, borrowers spend them – the money flows anyway. | The core thought: whoever makes money available as credit pays no fee. The fee only hits letting it lie. |
| How high? | Example rate 6 % per year (0.5 % per month) on idle cash and current-account balances. The FAQ names no fixed rate but stresses that the fees would be “vanishingly small” compared with today's interest burdens. | 6 % is an example, not a programme rate. The level would be a central adjusting screw. |
| Worked example | With a monthly income of €2,000 spent evenly, on average €1,000 sits in the account: 6 % of that is €60 a year, i.e. €5 a month. Whoever pays rent etc. immediately or saves something pays less. | Arithmetically sound; the steering effect arises with large cash holdings of companies and wealthy people, not with the average earner. |
| Who sets, who collects? | The central bank sets the (negative) rate; commercial banks collect it. Interest on longer maturities continues to form through supply and demand. | The fee attaches to central-bank money – in the euro area it would therefore lie with the ECB, not national politics. |
| Implementation: accounts | Position paper 2: current accounts are already settled to the day today; the fee could be calculated and debited daily. The FAQ, by contrast, says no fee would be levied directly on current accounts, but banks would probably pass on the changed conditions; the bank fee would probably be somewhat lower than the fee on cash. | The INWO materials describe two variants here (direct fee per the position paper, banks passing it on per the FAQ); this would have to be clarified for implementation. |
| Implementation: cash | Mentioned are programmable magnetic strips that collect the fee on every receipt at a till and make the note “as new” again, as well as stamps or the drawing of notes to be exchanged. | Technically old ideas; today digital forms (accounts, digital central-bank money) would be the obvious route. |
🔗 The claimed chain of effects
➡️
🔵 According to the INWO, flowing money closes the money-goods circuit: all incomes
steadily become demand again – directly or via credit. In the INWO's reasoning this yields a chain:
permanent boom and full employment → rising labour incomes → shorter working hours and
growing savings rates → growing capital stock → falling interest rates and capital costs →
ecologically necessary investments become economical, housing finance and housing costs fall,
the public sector pays less interest, and the
growth of wealth from the mere holding of money is slowed.
🟣
Assessment of this page: The robust core is the first and the last link of the chain –
money that can no longer withdraw from the cycle for free, and
no return for merely holding money. The statements “permanent boom” and “full employment”
are model statements; the INWO texts do not substantiate them empirically and do not weigh them against other
positions (as found when checking the sources for this page). How strongly other influences
(structural change, foreign trade, commodity prices, demography) interfere remains open.
💶 Interest, interest burden and distribution
🔵
The INWO's position on interest: Interest should fall gradually towards zero – not by prohibition
but because the liquidity premium disappears and the supply of capital grows. It remains as a
signal of supply and demand on the capital market but loses its significance as a source of income.
Banks continue to earn on the spread between lending and deposit rates and on brokerage and securing of loans.
🔑
What exactly disappears – the waiver premium: 🔵 The INWO calls the part of interest that savers receive for giving up liquidity the Verzichtsprämie (waiver premium;
Keynes: liquidity premium) and sees in it the “monopoly gain from money's structural monopoly”. Its texts treat it as the component of interest that falls away through the holding fee –
interest “really does fall towards zero”. The INWO does not demand abolishing interest by prohibition; it remains as an indicator of supply and demand on the capital market
but loses its significance as a source of income. 🟣 On the banks' money creation itself, the INWO texts reviewed say nothing.
📊
The INWO's figures (rules of thumb, 🔵): Prices and taxes contain an interest share of roughly
30 %; financial assets are assumed to earn about 3 %. From this follows: whoever holds less than about ten times
their annual consumption spending (including taxes) in interest-bearing assets pays more interest
than they receive, net. The winners are at most 10 % of the population in Germany, and fewer still
worldwide. The INWO puts the sum of interest flowing from workers to the wealthy
at about €980 million per day (position paper 2, as of August 2008).
🟣 These are rough estimates, not official statistics – but as an order of magnitude for the distributional effect
of interest, a point worth considering.
🌍 Free land: land belongs to everyone
🔵
The idea: Land cannot be multiplied by labour – it is the most significant monopoly good. Whoever owns it
receives a land rent without own effort; non-owners pay it through rising
prices, leases and rents. In the INWO model all land is
transferred to common ownership; long-term use by individuals remains possible through hereditary leasehold, and the
lease income is distributed equally to everyone. Plots no longer serve
speculation.
🪜
The pragmatic interim step – the land value tax: Today's property tax burdens land and buildings;
converted to a pure land value tax it would relieve the building and make leaving land idle
more expensive. As arguments the INWO cites that 🔵 Denmark made this change in 1922 and that there is
practical experience in Australia; Germany's Federal Constitutional Court declared the property tax unconstitutional in 2018,
and the new law allows the federal states to tax land value alone. Forerunners of this line:
Thomas Spence (18th c.), Henry George (19th c.), Silvio Gesell (buying back the land with
government bonds and leasing it for limited terms to the highest bidder).
🎁
From land to a resource-based basic income: The INWO transfers the thought to all scarce natural goods
(land, water, air/CO₂ absorption capacity, mineral resources): levies on their use are
redistributed equally per head – an “ecological” or “resource-based” basic income.
Worked example in INWO position paper 3: €0.12 per kilowatt-hour of final energy on about 2,500 billion kWh
yields €300 billion a year, with about 80 million inhabitants a little over €300 per head and month.
🟣 The figures are expressly only a rough guide (prices and consumption as of 2020); the thought –
price the use of nature, distribute the proceeds equally – is a building block in its own right alongside money.
🏢 What about company shares and real assets?
🟣 Finding: The INWO materials reviewed (position papers, FAQs, analysis and society pages)
contain no concept of their own for company shares. The holding fee only hits central-bank money –
cash and current-account balances. Anyone holding wealth in company shares, real estate, gold or art does not pay it.
🔵
What the INWO says: Shares are equity with no repayment claim and full risk; they can yield income as long as physical capital earns a return. Long-term, share returns orient themselves on capital-market interest rates and would fall with them, a risk premium would remain. The text says no more on this question.
⚠️
Keynes' evasion objection: The liquidity premium can shift into other assets
(General Theory, ch. 23). The INWO answers with free land for land.
🟠 For company shares the objection is thereby not answered.
➡️
How the Humane Market Economy solves it: Bound company shares are unproblematic there – power
arises only at the sale, through the liquidity released. Equity growth flows as input into the
value store; sale gains and non-reinvested profits are taxed.
→ Flowing money in the Humane Market Economy
✅ What the INWO can achieve
The INWO's strength lies in its clarity: two levers – money and land – tackling
unearned income at its root.
🟣 💧 Hoarding at the root
The hoarding problem is tackled where it arises: money that can withdraw from the cycle at no cost –
instead of being fought by regulation.
🟣 🧩 Simple and market-compatible
The idea is comprehensible and compatible with the market economy: whoever provides money as credit pays no fee.
🟣 🌍 Land belongs to everyone
Free land or, as an interim step, the land-value tax takes the ground out from under land speculation –
with practical experience (Denmark 1922, Australia).
🟣 🎁 More than a monetary detail
The resource basic income extends the thought to all natural goods: price their use, redistribute the proceeds per head.
🟢 📜 Historically tested
Wörgl 1932/33 shows the mechanism (fast circulation) on a small scale; Keynes explicitly paid tribute to Gesell.
📊 Comparison with the 15 HME/RICH future perspectives
The INWO is the most consistent relative of the Humane Market Economy on circulation security –
but its reach is narrower: money and land, not a complete system. The assessment shows where that suffices and where not.
🟢 largely achievable · 🟡 partly / with effort · 🔴 not solved systemically
Result: 🟢 3 · 🟡 12 · 🔴 0
🟣 This traffic-light rating is an analysis from the HME/RICH perspective – the author's assessment, not a scientifically proven or refuted classification. It is derived from the INWO texts; the INWO itself does not rank itself in this grid.

🟣 This traffic-light rating is an analysis from the HME/RICH perspective – the author's assessment, not a scientifically proven or refuted classification. It is derived from the INWO texts; the INWO itself does not rank itself in this grid.
🏭 Performance pays off again
🟡 Partly.
The INWO expects rising labour incomes because returns on merely holding money and land rent disappear. It describes no mechanism of its own that directly ties performance to income – the effect remains a model claim.
📉 Lower prices
🟢 Largely achievable (by the INWO's own calculation).
According to the INWO, roughly 30 % of prices consist of interest. If interest falls towards zero and land rent ceases to be a price component, prices fall accordingly. Import prices, however, remain untouched.
💶 More purchasing power & prosperity
🟢 Largely achievable – 🔵 according to the INWO.
Anyone with less than about ten times annual expenditure in interest-bearing assets pays net interest, by the INWO's calculation; the winners are at most 10 % of the population in Germany. Added to this are land rent and the resource basic income per head. The figures are rough estimates.
📦 Decentralisation
🟡 Partly.
The fee attaches to the central bank and is thus centrally steered. Free land with hereditary leasehold and the per-head distribution of lease income, by contrast, can be administered regionally.
🚀 Less bureaucracy & tax tricks
🟡 Partly.
A pure land-value tax is simple and hard to evade. At the same time new tasks arise: fee collection on current accounts, handling cash, resource levies and their redistribution.
⚖️ Free & fair competition
🟡 Partly.
Interest and land rent as entry barriers disappear. Concentration through real assets and company shares is not addressed by the INWO.
👨👩👧👦 Social security
🟡 Partly.
The resource basic income (example: just over €300 per head per month) provides a base. It remains open how old-age provision keeps its purchasing power without savings interest; the INWO regards the pay-as-you-go pension as safe.
🌍 Fair foreign trade
🟡 Partly.
No foreign-trade architecture of its own is described. Without capital-flow rules, money could escape abroad or into fee-free forms.
🎓 Cultural awakening
🟡 Partly.
Shorter working hours and a code of values create space; there is no education or culture building block of its own.
🗳️ Real democracy
🟡 Partly.
Curbed wealth concentration reduces the influence of capital on politics. The monetary order itself stays with the central bank; there is no concept of democratic money creation.
⚖️ Systemic common good
🟡 Partly.
Land rent and resource levies flow back equally to everyone – a clear common-good building block. The overall system remains a market economy with private ownership of the means of production.
🤝 Solidarity
🟡 Partly.
The INWO adds a code of values (FAIRCONOMY) to its model. The level of consciousness is hinted at but not developed.
🌱 End of the compulsion to grow
🟢 Largely achievable – by model logic.
Central INWO thesis: an interest rate towards zero removes the basis of compound interest and thus of the compulsion to grow. Levies on natural goods also put a price on resource consumption.
🏗️ Debt-free money
🟡 Partly.
The interest burden falls sharply. The INWO texts reviewed, however, describe no change to money creation; a Monetative creating money debt-free is not part of the INWO programme.
🏠 Stable asset prices
🟡 Partly.
Free land or a land-value tax markedly dampens land speculation. There is no concept of its own for shares, precious metals, art and crypto assets; Keynes' evasion objection remains open here.
❤️🩹 Healing chances for the 15 wounds of turbo-capitalism
Which systemic wounds of turbo-capitalism does the INWO heal – and where does it stop halfway?
🟢 solved by model logic (4) · above all unearned income, time, ecology, fragmentation
🟡 partly addressed (11) · effect via interest and land, but without a mechanism of its own
🟣 This traffic-light rating is an analysis from the HME/RICH perspective – the author's assessment, not a scientifically proven or refuted classification. “By model logic” means: the solution follows from the INWO's assumptions and is not empirically proven.
1. 🟡 Structural Wealth Inequality
Interest and land rent as sources of growing wealth disappear. Inheritance, real assets and company shares remain unaddressed.
2. 🟢 Unearned Income
The INWO's core concern: interest towards zero, land rent returned to everyone, no return for merely holding money.
3. 🟡 Market Distortions
The monopoly good land is defused. The market power of large companies is not addressed.
4. 🟡 Privatised Money Creation
🟣 Partly. The liquidity-premium share of interest (the INWO's “Verzichtsprämie”, money's monopoly gain) disappears and interest falls towards zero – so interest-bearing lending loses its yield. The INWO texts reviewed, however, say nothing about money creation itself: banks remain credit intermediaries with a lending–deposit spread, the central bank sets the fee. A Monetative as in the Humane Market Economy is not part of the programme.
5. 🟡 Debt Dependency
The interest burden falls, the debt-money character remains.
6. 🟡 Asset Price Inflation
Land prices are curbed. For shares, precious metals and other real assets the evasion problem remains.
7. 🟡 Democratic Deficit
Less wealth concentration weakens lobbying power; the monetary order stays with the central bank.
8. 🟡 Opacity & Power Concentration
Indirectly through lower wealth concentration; the texts reviewed name no transparency building blocks of their own.
9. 🟡 Exploitative Labour
Full employment and rising labour incomes would strengthen workers' bargaining power – a model claim, not proven.
10. 🟡 Unequal Opportunity
Free land and basic income are meant to create equal starting opportunities (an INWO aim). Inheritance and education remain open.
11. 🟢 Loss of Time Sovereignty
By model logic: rising incomes lead to shorter working hours – an explicit link in the INWO chain of effects.
12. 🟡 Consumerism & Planned Obsolescence
Without the compulsion to grow one driver disappears; the INWO names no rules of its own against obsolescence.
13. 🟢 Environmental Degradation
By model logic: resource levies put a price on nature consumption, the compulsion to grow disappears.
14. 🟡 Unfair Globalisation
There is no foreign-trade architecture of its own; import prices remain untouched, according to the INWO.
15. 🟢 Social Fragmentation
By model logic: land rent, resource basic income and curbed interest redistribution directly counteract fragmentation.
❓ Investment financing, performance incentives & value stability
Three questions that arise for every reform concept – here derived from the INWO materials:
the INWO does not answer them in this form, the answers are a synthesis by this page (🟣).
🏗️
🔵 1. How are investment & innovation financed?
Through the capital market, which remains: whoever provides money as credit pays no fee – savings are
lent on. Because money is no longer hoarded, the supply of capital grows, interest falls, credit becomes cheaper.
🟣 This holds as long as savers actually lend their money and do not escape into real assets.
🚀
🔵 2. How is the economy kick-started – what are the performance incentives?
The incentive is demand: all incomes steadily become demand again, and according to the INWO permanent boom and rising
labour incomes follow. A basic income from resource levies is meant to stimulate demand and the economy without endangering natural goods.
🟣 Both are model claims; no performance–price mechanism of its own is described.
⚖️
🔵 3. How does the value of money stay stable?
Through a more even circulation of money: the INWO expects inflation to “practically disappear” because demand and supply stay in balance.
Import prices remain untouched. 🟣 There is no backing or value-store mechanism as in HME/RICH; stability depends on the central-bank rate.
❌ What the INWO does not solve alone
🟣 ⚠️ Evasive reactions
The liquidity premium can shift into other assets (Keynes' objection): real estate, precious metals,
foreign currencies, crypto assets. Without capital-flow rules, money could flow abroad or into
fee-free forms.
🟣 ⚠️ Introduction in the euro area
The fee attaches to central-bank money. In the euro area it thus lies with the ECB. The INWO regards the euro area as one unit and holds that a country can go first on its own, others would follow; 🟣 a purely national introduction within the euro area is ruled out. The experience with negative deposit rates (ECB 2014 to 2022) also shows how strongly
cash as an escape route sets a lower limit.
🟣 ⚠️ Repayment signal
At an interest rate near zero a noticeable price for using credit disappears; repayment discipline would have to come from
contract and law. The Humane Market Economy therefore deliberately keeps a uniform, stable
loan rate as a psychological signal and default-risk fee.
🟣 ⚠️ Evidence
The claimed effects (permanent boom, full employment, end of inflation) are model statements
without broad empirical confirmation; the INWO texts do not weigh them against counter-arguments.
Price rises from imported goods also remain untouched, according to the INWO itself.
🟣 ⚠️ Retirement provision & savers
According to the INWO, saving remains worthwhile even without interest (house building, retirement provision) provided purchasing power
is stable. How life achievements and pension provision keep their purchasing power when the savings rate goes towards zero
is a question a complete concept must answer – the Humane Market Economy does so through the value store, Social Threefolding through continuous old-age provision by the association (without any value store).
🔄 Distinction from the Humane Market Economy
What both share is the circulation idea: money should not be hoarded at no cost,
the return for merely holding money disappears. They differ in interest,
land and in the embedding in an overall system.
| Topic | INWO: Freigeld and free land | Humane Market Economy / RICH | Assessment 🟣 |
|---|---|---|---|
| Circulation security | Holding fee on cash and current-account balances; central lever against hoarding. | Decay discount on larger current-account balances that do not go into the value store; the value store itself is circulation-secured and levy-based. | Related but not identical: the Humane Market Economy combines circulation security with the Monetative and the value store. |
| Interest on loans | Should fall towards zero; banks continue to earn on the spread between lending and deposit rates and on arranging and securing loans. | Deliberately a uniform, permanently stable loan rate (approx. 3 % investment, approx. 12 % consumer credit) as a default-risk fee from the shared value store. | Core difference: lowering interest through circulation pressure versus a fixed rate as a repayment signal. |
| Interest on deposits | Savings interest also falls towards zero. | No savings interest. Balances above €5,000 can voluntarily go into the value store (value preservation without return), otherwise a decay discount applies. | Both: no return for merely holding money. |
| Land | Free land: common ownership, hereditary leasehold, land rent flows back to everyone (interim step: land value tax). | Property right remains; unearned income (including leases and rents) is taxed heavily. | The INWO changes the land order itself, the Humane Market Economy works via taxes. |
| Repayment of loans | Not addressed by the INWO. This page's assessment: at interest near zero a noticeable price disappears; discipline would have to come from contract and law. | The noticeable, uniform rate is a psychological signal to actually repay loans. | Judgement of this page; empirically open. |
| Resources & basic income | Levies on natural goods, redistributed per head (resource-based basic income). | Social security and state financing are designed as separate building blocks of the overall model. | Different financing logic; both think beyond money. |
🟣 The account of the INWO position is simplified; its own materials are authoritative. The positions of the Humane Market Economy are set out in detail on the page
Humane Market Economy.
📜 Evidence: historical experience and voices
🟢
Wörgl 1932/33: The Tyrolean municipality of Wörgl, under mayor Michael Unterguggenberger,
issued labour-certificates that had to be “stamped” monthly with a stamp (1 % of face value) to remain
valid. The money circulated quickly, municipal projects were financed; in 1933 the
experiment was prohibited by the Austrian authorities. A small scale, a short duration –
🟠 as proof of the effect on a large scale it is not enough, as proof of the mechanism (fast circulation)
it is often cited. According to the INWO account, unemployment in Wörgl fell by 25 % within a year while it kept rising in Austria; projects financed included street and sewer renovation, a bridge renewal and a ski jump.
🟢
John Maynard Keynes paid explicit tribute to Silvio Gesell in the General Theory (1936, chapter 23)
and regarded Gesell's stamped money as fundamentally the right thought – but saw a snag:
the liquidity premium could shift to other assets (land, precious metals, foreign currency),
so that the fee alone would not suffice. This is exactly where, in the INWO's logic, free land comes in.
🟠 That the combination of Freigeld and free land covers this objection is the INWO's
answer – whether it suffices (real estate, gold, shares, art, crypto assets) is open.
